We suppose that membership of The International Cooperatives Bank shall be mainly limited to cooperatives. We propose that qualification to become member shall be given to not only credit cooperatives but also other sector’s cooperatives, for example, supplying and marketing cooperatives and so on.
Of course, each country’s central organization such as cooperatives central bank can become member of The International Cooperatives Bank, while its member bank, such as prefectural federation of credit cooperatives or credit cooperatives in town or city level, shall be also able to become member of The International Cooperatives Bank.
Each member has only one voting right at General Assembly of The International Cooperatives Bank regardless its amount of share capital of the bank. All member shall have the right to participate General Assembly. At the case of too much participants, we propose that the bank can select representatives to vote in certain condition such as “two representatives in one country / area” etc.
In other hand, we are studying necessity of membership of non-cooperatives sector, especially regards local governments. Because recently, especially in Europe, some local governments declare “municipalism”, seemed share the same value with local cooperatives regards local self-standing food and energy.
